Who said it, George W. Bush or James Joyce?

One quote is from Ulysses. The other is W. speaking with other world leaders. Can you tell them apart?

Huh? How about a constitutional amendment that in order to be President you have to be fluent in English and provide proof of a 6th grade literacy level?
